Signed August 20, NSPM-17 sets a 2030 objective of range capacity for more than 1,000 annual launches and reentries, and hands federal agencies deadlines on ranges, airspace, reentry sites, spectrum and scheduling to get there.
The United States launched roughly 178 times in 2025, about ten times its 2013 count, according to Reuters. On August 20, President Donald Trump signed a memorandum stating that by 2030 American space transportation ranges must grow to support more than 1,000 launches and reentries every year.
The document is National Security Presidential Memorandum 17, the National Space Transportation Policy. It revokes Presidential Policy Directive 26, in force since November 2013.
The memorandum goes well beyond a numerical goal. It carries dated assignments, most falling due within 90 to 240 days, covering federal ranges, scheduling, launch site selection, airspace corridors, spectrum, reentry locations, industrial base strategy and procurement. Comparatively little of it concerns the vehicles themselves.
01 · THE NUMBER
The operative sentence in Section 1 is worth quoting exactly: "By 2030, our space transportation ranges must grow to support more than 1,000 launches and reentries every year."
The wording is narrower than some coverage has suggested. The sentence refers to ranges, meaning the infrastructure rather than the traffic; to supporting operations, meaning capacity rather than a forecast; and to launches and reentries combined, a broader count than launches alone. Headlines describing a target of 1,000 rocket launches a year miss that the memorandum treats the return leg as a growing constraint in its own right.
Even the baseline depends on the dataset. Reuters puts U.S. activity at 178 launches in 2025; the Department of Transportation says the country accounted for 217 of 329 commercial launches worldwide; the FAA licensed 199 commercial launches and 7 reentries, up from 9 and 2 a decade earlier. The figures count different populations of events; Figure 1 keeps them separate.

02 · THE POLICY
The memorandum's nine sections group into four broad directives.
The first opens federal ground. The Secretary of War and the NASA Administrator must operate federal ranges transparently for government and non-government users and coordinate infrastructure investment, while agencies are to encourage co-development through leases, commercial investment and public-private partnerships on federal property, and to expedite facility permitting and environmental reviews consistent with Executive Order 14335 of August 2025. Within 180 days the Pentagon must issue range scheduling criteria and begin publishing range schedules, a meaningful change for operators who now book range time with limited visibility.
The second goes looking for sites, airspace and spectrum. Within 180 days Transportation must identify locations for additional launch facilities, fold launch and reentry management into air traffic control modernisation, and designate priority airspace for critical launch corridors. Interior carries the tightest deadline, 90 days to identify federal lands for an additional designated reentry site, with safety criteria and a development plan to follow. Commerce and the FCC must ensure reliable spectrum access for launch, reentry, recovery and on-orbit activity.
The third sets procurement rules. Government payloads fly on U.S.-manufactured vehicles, with narrow exceptions, and agencies must favour commercial transportation services, refrain from competing with commercial providers unless public safety or national security requires it, and maintain multiple avenues to orbit for key regimes and payload classes.
The fourth extends the commercial approach past the pad. The Pentagon must evaluate barriers to responsive access to space, including timelines within 48 hours of need and expeditionary locations, and pursue in-space services such as on-orbit servicing and logistics. NASA is directed to develop a lunar logistics architecture for commercial transport to and from the lunar surface, and to explore commercial robotic and, eventually, human transportation to Mars.
03 · THE PLAYERS
The memorandum hands assignments to at least eight departments and agencies and four White House offices. The Assistant to the President for Science and Technology, OSTP Director Michael Kratsios, coordinates implementation and receives most of the reports; Reuters quoted him saying the policy "meets this moment of explosive growth."
The substantive levers sit with the departments. War and NASA operate the ranges that matter most and are the named launch agents for national security and civil missions. Transportation and the FAA hold licensing and the airspace cleared for every flight. Commerce carries the reentry site development plan and, with the FCC, spectrum. Interior controls the federal land a reentry site would sit on, Homeland Security reports on securing launch infrastructure, and State works with Commerce on export policy.
On the commercial side, SpaceX starts from a different position than everyone else. Reuters reported 170 SpaceX launches in 2025, and President Gwynne Shotwell told investors the company flew 78 Falcon missions in the first half of 2026. It operates its own site at Starbase and is building Starship around full reuse, so provisions on range access, scheduling and licensing reach it first simply because it generates most of the traffic.
Others are operational but constrained. Blue Origin has flown New Glenn three times; a May 28 static fire anomaly destroyed a vehicle and severely damaged Launch Complex 36, its only operational New Glenn pad, and the company is targeting return to flight before the end of 2026. ULA is transitioning from Atlas V to Vulcan. Rocket Lab is the clearest beneficiary of the responsive-launch language, having flown Victus Haze on 17 hours of notice in June, though its Neutron vehicle remains in development. Firefly Aerospace, which flew Victus Nox on 27 hours in 2023, has pushed its Alpha Block 2 debut to the fourth quarter, and Stoke Space is preparing Nova for a first flight. Improved range access is worth more to a provider already flying than to one still building its first vehicle.

04 · THE BOTTLENECK
A Transportation Department announcement the following day illustrated the infrastructure challenge. Introducing two FAA requests for information on August 21, DOT noted that 83 percent of U.S. launches depart from three sites: Cape Canaveral Space Force Station, Kennedy Space Center and Vandenberg Space Force Base.
The concentration matters because launch sites do not turn over like runways. Each operation consumes a pad, a range safety corridor, a block of airspace, maritime exclusion zones downrange, tracking assets and a recovery footprint, all shared, and at the Cape shared among a growing number of tenants on a peninsula with finite room.
The Pentagon appears to have reached the same conclusion. Describing an unreleased study to the House Armed Services Committee in May, Air Force Secretary Troy Meink said, per Ars Technica, that the country "probably needs another site that's capable of heavy and super heavy launch capability, both from a resiliency perspective and just, even at the Cape, limitations on how much space we've got." General Chance Saltzman told the same hearing capacity would have to increase, and raised geographic resilience.
Heavy and super-heavy vehicles are the binding case, needing larger blast danger areas, propellant farms and exclusion zones than a small launcher, so not every licensed U.S. spaceport is a candidate regardless of how many exist on paper. The FAA's request for information asks which commercial spaceports are underused and why, naming Florida, Georgia, Puerto Rico and offshore platforms; Interior's ocean energy bureau sought comment in July on using disused offshore oil rigs for sea-based operations.
Reentry infrastructure is thinner still. The United States has few places where a returning vehicle can legally and safely come down, which is why Varda Space Industries, after difficulties using the Utah Test and Training Range for its first capsule, moved subsequent reentries to a commercial site in Australia. A policy that counts reentries in its headline objective and hands Interior the shortest deadline is responding to that scarcity.
Licensing capacity is a separate question. All commercial launch and reentry licensing moved under the FAA's Part 450 framework in March 2026, which cuts paperwork per mission but does not by itself add the safety analysts, controllers and reviewers a several-fold workload would require. Every operation also displaces commercial aviation, manageable case by case at current volumes but a standing scheduling problem at four figures a year, which is why the memorandum wants launch corridors designated as priority airspace within air traffic control modernisation.

05 · THE SPACEX QUESTION
The two figures measure different things. NSPM-17 sets a national range-capacity objective covering launches and reentries by all operators. The 10,000 figure is a company ambition: in May, FAA Administrator Bryan Bedford told reporters that Shotwell had described "the SpaceX five-year vision to get to 10,000 launches a year," adding that the agency would need to see far more reliability first. Responding to NSPM-17, Elon Musk said SpaceX was aiming for 30 or more Starship flights a day by 2030, which annualises above 10,000. Neither number appears in the memorandum, and neither is a forecast by RC.
The company's ambitions still help explain the policy's emphasis. If one operator reached even a fraction of its stated goal, national capacity sized for 1,000 operations would be absorbed quickly, an argument for doing the infrastructure planning early.
Starship is the reason the two numbers get discussed together. Its record is a test campaign of thirteen flights, the most recent deploying twenty Starlink V3 satellites on a suborbital trajectory in July; Flight 14, expected within weeks, would be its first orbital insertion. Musk has said cadence should reach roughly one flight a day within about a year. These are statements of intent about a vehicle that has not yet flown an orbital mission.
06 · WHO BENEFITS
Launch providers gain the most legible benefits: more usable range time, published schedules, expedited facility permitting and an explicit federal preference for buying commercial transportation. The instruction to preserve multiple avenues to orbit for each key regime argues against consolidating government demand onto one provider.
A second tier of beneficiaries builds the ground systems. Ranges at four-figure cadence need pads, roads, propellant storage, power, tracking and command-and-control systems, along with the construction and cryogenic engineering firms that supply them, and recovery operations need vessels, ports and crews.
The policy also reaches the in-space segment, with the Pentagon directed to pursue on-orbit servicing and in-space logistics as purchased services and NASA told to evaluate needs including debris removal. The lunar logistics assignment extends the same commercial-services model to cislunar transport, building on existing Commercial Lunar Payload Services work.
Responsive launch could become a demand line of its own, favouring operators that have demonstrated short-notice missions and firms working on relocatable launch equipment, while a candidate site list and a designated federal reentry site set up competition among states and localities for investment. All of this remains conditional: the memorandum creates an enabling environment, and revenue for any of these segments depends on appropriations, contract awards and private capital it cannot supply.
07 · WHAT THE POLICY DOES NOT DO
The memorandum's operative verbs are study, identify, plan, coordinate, promulgate and report. None of them builds a pad, and Section 9 states that implementation is subject to applicable law and the availability of appropriations, creating no enforceable rights. Expedited permitting operates within existing statute rather than repealing environmental law, and identifying federal land for a reentry site is a long way from opening one.
Nor is demand assured. Capacity for more than 1,000 annual operations would only be used if payloads and customers exist on that scale, and most current growth traces to a small number of large constellations.
The engineering questions also remain open. Whether rapidly reusable vehicles can sustain high cadence at acceptable reliability will be settled in flight data, and Bedford's caution stands as the regulator's position. Nothing in the policy brings a 10,000-launch ambition closer; that figure was never a government objective.
08 · THE CONSEQUENCE
Beyond the numerical objective, NSPM-17 commits the government to a set of operating assumptions: that range capacity requires active management and published schedules; that commercial operators need predictable access to federal facilities and that private capital can fund improvements on federal land; that airspace must handle spaceflight as routine traffic; that reentry locations are scarce enough to justify designating more; that national security launch will share infrastructure with commercial users; and that the government should buy transportation rather than operate it. That is the logic long applied to ports, highways and airports, adopted while the underlying volumes remain, by the standards of any other transportation mode, very small.
The immediate next steps are administrative. The first deliverables are due at the White House between November 2026 and April 2027, among them Interior's reentry site candidates, the Pentagon's range scheduling criteria and responsive launch review, Transportation's list of potential launch locations, the spectrum report and the industrial base strategy. Funding any construction that follows would fall to Congress. The memorandum sets the direction; appropriations, vehicle reliability and actual demand will determine how much of the capacity gets built.
